Measurement and Verification of Low Income Energy Efficiency Programs in Brazil: Methodological Challenges

This report presents results from Brazilian electric utilities evaluation of the energy efficiency programs delivered to low-income users in the country. Measurement and evaluation methodologies for characterizing the lighting and refrigeration programs provided in slum and peri-slum areas include household surveys, end-use measurements and transformer metering. This report specifically presents results from measurements completed in Rio de Janiero.
