This paper reviews the experience of national energy policy reform with a focus on developing countries, including analyzing price reform and promotion of energy efficiency through public policy. The author asserts that energy efficiency law is necessary for audits, designation of energy managers, reporting, labeling standards (for equipment and buildings), tradeable certificates, and the creation of an energy efficiency agency. Supporting financial instruments, technical cooperation, and performance indicators to track policy success are also needed.
