This report analyzes the success of a U.S. Agency for International Development (USAID) project to implement energy efficiency in small and medium enterprises (SMEs) in the textile industry in two "clusters" in India (Ludhiana and Ahmedabad). USAID carried out pre-investigative studies, pre-feasibility studies, investment-grade energy audits to facilitate energy efficiency project implementation, and, finally, an analysis of projects to determine results and next steps.
