The authors of or this report reflect on the added value of a European Union (EU) energy policy. EU member states have started to realize the possible benefits or even the need for a more integrated EU energy policy, according to the authors. And, new challenges, notably climate change but also the resurfacing of old ones such as security of supply or the need to face up to increasing global competition, have triggered this new thinking.
