This paper presents an analysis of areas rich in energy-related natural resource endowments that are close to European Union (EU) borders and their systemic relationship to the EU. The authors refer to certain aspects of the meta-normative framework at the international law level that may apply to normative conflicts that often arise in pluralistic international law settings.
