This report compares the cost effectiveness of energy policies to promote use of renewable energy in the United States, the European Union, and Japan, with a focus on portfolio standards, tax credits, and cap and trade programs. The authors examine various scenarios and perform a sensitivity analysis in order to formulate conclusions about the three types of policies to inform best practices.
