This report from members of the United States Senate Subcommittee on Appropriations discusses both the economic and environmental implications of switching from coal to natural gas at the United States Capitol power plant but also speculates on the impact of such a transition nationwide. Within is a discussion of the barriers to implementation of fuel switching both in Washington, DC, and on a national scale, particularly the higher cost of natural gas compared to domestic coal and the need for new infrastructure.
