This journal article describes how climate change threatens fresh water resources along the U.S.-Mexico border. While water managers promote desalination as an adaptation response that can help meet growing demands for water supplies, the authors examine the uneven distribution of costs and benefits of this expensive, energy-intensive technology and how it is likely to exacerbate existing social inequalities in the border zone.
