Background

The China Circular Economy Promotion Law and Energy Conservation Regulation for State-owned Institutions both published in 2008 require the establishment of energy consumption quotas at all levels of government in China. Thus far most implementation activities have been concentrated at the central government level and there is a need for developing energy consumption quotas and relevant policy frameworks that work well at the local level.

Purpose

To develop energy consumption quotas for the Chinese Chongqing municipal government agencies and provide methodology and training for achieving them and act as an example for other cities in the process.
