This report assesses the ability for small-scale community-level wind power deployment projects to serve as testbeds not only for new technology but also for new methods of project financing. The report describes the traditional wind power financing scheme and the changes possible due to the implementation of an investment tax credit in lieu of a production tax credit, allowing lease financing of wind power operations. The report then profiles a series of new wind power case studies to ascertain the impact of the new tax credit on their deployment.
