This report provides policy recommendations that focus broadly on improvement areas that aim to make the western United States a leader in energy efficiency, a goal that would be achieved by exceeding International Energy Conservation Codes (IECC) by at least 30%. Recommendations in the report were created by the Western Governors’ Association, which in July 2007, convened expert stakeholders from building and energy industries, government, public interest groups, and utilities to discuss the best practices for generating greater returns on energy savings in homes and public buildings.
