An Analysis of Various Policy Instruments to Reduce Congestion, Fuel Consumption, and CO2 Emissions in Beijing

Using a model, this paper analyzes the impact of various policies on the externalities of car use in Beijing, namely greenhouse gas emissions and congestion. The impact of the following policies is taken into consideration: a congestion tax, a fuel tax, and an increased vehicle efficiency mandate.
