Development and diffusion of new agricultural practices and technologies will shape how and how well farmers mitigate and adapt to climate change, according to this article. The potential for adaptation and mitigation is pronounced in developing countries. Creating agricultural technologies and harnessing them to enable developing countries to adapt their agricultural systems to climate change will require innovations in policy and institutions. The authors derive six policy principles--based on constraints to innovation--and use them to suggest several specific investments and policy priorities.
