This report studies Japan's efforts to reduce carbon dioxide emissions to reach Kyoto Protocol pledged targets. Natural gas is expected to play a leading role in this effort as it has the smallest carbon dioxide load of all fossil fuels. Japan's government is also focused on economic recovery through structural reform and regulatory adjustments, and these changes are expected to have an impact on the gas industry as well.
