Not only is the agricultural sector highly vulnerable to climate change, is it also one of the sectors most distorted and heavily influenced by a wide range of local, regional, national and international trade policies. The increased stress to the system brought about by climate change makes reform in global agricultural policies arguably even more important.

A billion people could be forced from their homes by 2050; 250 million of them permanently displaced by the effects of climate change. Without urgent action global warming will exacerbate the conflicts, natural disasters and development projects that drive displacement and the problem will spiral out of control. Current international mechanisms to address displacement are feeble, disorganised and under-funded.A report from Christian Aid argues that forced
migration is the most urgent threat facing poor people in developing countries.

Whether people can adapt, and for how long, depends on the resources available. Africa is the region most vulnerable to the negative impacts of climate change and atthe same time has low adaptive capacity. But the people, particularly at the local level, are making efforts to adjust to the changes they observe. The CBAA project, which is the subject of this case study, focuses on the second strategy - adaptation - with the focus on adaptation efforts led by communities affected by climate impacts in Goromonzidistrict , Munyawiri ward, Zimbabwe.

Despite the existence of the Environment Management Act of 2002, Zimbabwe neither has a climate change policy, climate change strategy nor national adaptation strategy. Instead, there is an array of uncoordinated programmes and activities, and pieces of legislation on climate change. With reference to the later, there are several pieces of legislation that directly and indirectly bears on climate change. In combination, the legislation and policies constitute what canbe best described as Zimbabwe’s intended national policy on climate change.
