This compilation of articles on energy and climate change is a selection of contributions from the first edition of Regards sur la Terre, an annual reference in French on the international dimensions of sustainable development.

This report aims to highlight and raise awareness about the exposure and vulnerability of the energy sector to climate change. It identifies adaptation options available to each source of energy generation as well as for the distribution and end use of electrical energy. The report focuses on electric power generation, its transmission, and its distribution. A second publication, "Guidelines for Climate Proofing Investments in the Electric Power Sector", provides a systematic project-level approach for assessing climate risk and climate-proofing investments in the sector.

This report aims to demonstrate how a rapid climate change impact assessment can be used to identify the possible impacts of climate change on a thermal power investment project. For this demonstration, the O MON IV Combined Cycle Power Station Project in Southern Vietnam is used for illustrative purposes.

The economic impacts of climate change already threaten development gains; unchecked emissions will come at rising economic cost and increasing risk to individuals. This report argues that there is a clear case for all economies to move to a low carbon growth path, but climate action has, so far, been inadequate, especially in Eastern Europe and Central Asia (ECA). It identifies the actions that governments in the region can take to reduce the carbon footprints of their economies.
