In 2008 Children in a Changing Climate’s research programme worked with ActionAid Nepal, and its partner organisations, to help poor children in the plains, hills and urban areas of Nepal make short films about how climate change is being experienced by their communities. Making these films allowed the children to explore how the changing climate is impacting them and their families, how they are coping and what they need in order to adapt to a changing climate.

Climate change impacts disproportionately affect the poor. Impacts will intensify yet poor communities already struggle to cope with current climate shocks. Adaptation is therefore fundamental, yet daunting. This edition of the Tiempo newsletter addresses the issue of community-based adaptation strategies. Four articles included are:

Residents in Nepal are learning to cope with the impacts of climate change and the frequently flooding rivers. Practical Action Nepal, and the EC through its action plan for South Asia, carried out a disaster mitigation program in Chitwan and Nawalparasi districts, aimed to limit the impacts of floods. This film shows the main activities and achievements of work in early warning systems in Nepal. These initiatives taken will offer ideas and motivation to other governmental and non-governmental organizations involved in the field of disaster risk reduction.

This publication from Friends of the Earth argues that with regard to climate change, historical responsibility for emissions means that compensation based on climate debt should be added to a rights-based approach for determining fair shares of environment space.

In the introduction to this publication, ENERGIA policy advisor and editor of this pubication Gail Karlsson writes, “In many developing countries, especially in the poorest areas, most energy currently comes from traditional biomass fuels such as wood, charcoal and agricultural wastes - and collection and managing these fuels is strictly ‘women’s business’.” She calls on national energy and development policy-makers to acknowledge the links between women’s work, national economics and energy; as well as make more gender-focused investments and initiatives, with greater and more diverse invo

This paper provides an overview of the likely impacts of climate change on three of the least developed countries in South Asia: Bangladesh, Bhutan and Nepal. In these countries, climate change effects will include changes in temperature, distribution of rainfall, sea-level rise, and an increase in the frequency and intensity of extreme weather events. This will have direct impacts on climate-dependent activities in these countries (such as agriculture, hydropower, forest management and nature conservation).

Nepal was among the last countries to develop the National Adaptation Plans of Action (NAPAs) for climate change but it has been able to pick lessons from NAPA processes in other countries. NAPA is an overarching document for addressing climate variability, its impact and adaptation practices. In response to these lessons, Nepal has mobilised funding to undertake an 'Expanded NAPA' process – a sustainable framework for national climate change action following up on the NAPA priorities identified.

This report presents the integrated case study for Nepal carried out under an OECD project on Development and Climate Change. The report is structured around a three-tier framework. First, recent climate trends and climate change scenarios for Nepal are assessed, and key sectoral impacts are identified and ranked along multiple indicators to establish priorities for adaptation. Second, donor portfolios in Nepal are analysed to examine the proportion of donor activities affected by climate risks.
