This book steps into the new world of broad-scale and locally relevant policy experimentation. Chapters focus on the political economy of clean energy transition and emphasize specific issues encountered in both developed and developing countries. The authors contribute diversity of experience drawn from all major regions of the world, representing a compendium of what has been learned from recent initiatives—mostly at the country level—to reduce greenhouse gas emissions.

A framework for accounting and reporting city-wide greenhouse gas emissions. It offers guidance to cities on developing a comprehensive greenhouse gas inventory, including establishing the base year for the inventory, setting emissions reduction targets and tracking cities’ performance. The tool also allows for aggregation of the estimates at the subnational and national levels.

The City of Banja Luka has requested the technical assistance of the Climate Technology Centre and Network (CTCN) in order to evaluate options for rehabilitating and modernizing the district heating (DH) system. Banja Luka is the second largest DH system in Bosnia and Herzegovina (BiH). It experiences significant energy losses (in large part due to hot water leakages and heat losses) during transmission and end-use, thereby incurring major avoidable costs to the City and the publicly owned Company, while also producing unnecessarily high amounts of greenhouse gas emissions.

To provide quantitative information for the debate on the burden sharing of the European Union target to reduce greenhouse gas (GHG) emissions in 2020 by 20 per cent, this report assesses the potential and costs for further mitigation of the non-carbon-dioxide (CO2) GHG emissions beyond the currently agreed policies. It addresses the non-CO2 gases included in the Kyoto protocol [i.e., methane (CH4); nitrous oxide (N2O); and the three F-gases: hydrofluorocarbons (HFCs), perfluorocarbons (PFCs) and sulphur hexafluoride (SF6).

This report provides historical and projected estimates of emissions of non-carbon-dioxide greenhouse gas (GHG) emissions from anthropogenic sources. It provides a consistent and comprehensive estimate for 92 individual countries and 8 regions. The analysis provides information that can be used to understand national contributions of GHG emissions, historical progress on reductions and mitigation opportunities. The demand for energy across the globe continues to grow. Cities account for approximately two thirds of energy consumed worldwide and 70 % of the greenhouse gas emissions related to people. Energy prices have experienced nothing but growth for years now. Even in places where prices for electricity and heating appear low from a customer standpoint, subsidies actually end up footing the bill in many cases, which are in turn covered by national budgets that are funded by tax payers.
