    The objective of the Energy Efficiency Project is to improve energy efficiency performance in targeted public sector buildings (schools and hospitals) in order to provide demonstrated basis for development of a sustainable energy efficiency improvement program in the public sector in Montenegro. The change is to extend the closing date of loan no. 7637-ME from March 30, 2014, to December 20, 2014.

    The objective of the Second Energy for Rural Transformation (ERT II) Project is to increase access to energy and Information and Communication Technology (ICTs) in rural Uganda. There are three components to the project. The first component of the project is rural energy infrastructure. This component will finance extension of the existing electricity distribution network, installation of independent distribution systems, small scale renewable energy generation plants, household and institutional solar PV systems, and related technical assistance and training.

    This paper presents an assessment of four types of Rural Advisory Services with two examples – from Africa and Southeast Asia – of successful agroforestry extension programs.

    The four types are: a) Farmer-to-farmer extension; b) Rural Resource Centres and rural institutions; c) Community nurseries and agroforestry farmer field schools; and d) Civil society campaigns, radio and social network analysis.

    To date there has been little formal, empirical research that has been conducted on capacity building for disaster risk management (DRM), and as a result international actors lack robust, evidence-based guidance on how capacity for DRM can be effectively generated at national and local levels. This report on Mozambique is part of a research project designed as an initial step towards filling that knowledge and evidence gap. Two programmes emerged as appropriate case studies:

    This report by ICLEI describes the ‘green transportation plan’ of Mexico City, previously known as one of the most polluted cities in the world. The transport system has relied on cars and environmentally inefficient and unsafe microbuses, creating extreme levels of congestion which led to an average daily commute of 2.5 hours and dangerous levels of environmental pollution – posing threats to the health and welfare of its residents.

    The role for education in natural disaster management that appeared most frequently in the literature is teaching children risk reduction and management material. Children often spread learning to their families and communities and many believe that ‘educating a child is educating a family’. However, disaster preparedness education can be set up for communities also and not just restricted to the school environment.

A critical strategic opportunity exists to insure the resiliency, effectiveness, and overall return on investment on 20-30 year REDD projects by investing in innovative school-based integrated educational approaches which empower young people to build better futures through life-sustaining values, practical skills and knowledge.

    The second Topic Guide is now available for download. ‘Adaptation: Decision Making Under Uncertainty’ is a peer-reviewed report about the latest thinking on how to manage climate change in development decisions. Author Dr Nicola Ranger – Senior Research Fellow at the London School of Economics and Political Science (LSE) – finds that whilst climate change will affect the long-term outcomes of many development interventions, dealing with it need not be complicated, nor prevent action.
