    What works better - centralised control or bottom-up innovation? This paper explains that unlike global frameworks like the Kyoto protocol, globally "fragmented" climate change mitigation efforts are the only feasible way forward. The paper cites the most important of these efforts to date has been in the area of tradable emissions credits, for which multiple different systems exist.Pragmatic and effective, the strength of a bottom-up approach is its ability to tap stronger national and regional institutions for governance.

    This article investigates two cases of large scale, development-neutral projects in China and South Africa that reduce greenhouse gas (GHG) emissions. The authors argue that GHG can be reduced in a manner that does not retard development.The two case studies demonstrate that there are significant quantities of emissions to be saved and that implementing strategies to reduce emissions does little harm to, and can even encourage, economic development.

    The purpose of this study is to (1) propose a system of indicators for assessing biomass technologies, (2) use quantitative methods to compare different biomass technologies and their development status, (3) identify the priority technologies, development approaches and economic performance for biomass energy from various resources such as agricultural residues, livestock waste, life garbage and biofuels and (4) propose a future biomass technology development roadmap for 2015 and 2020.

    The paper presents the findings of an empirical study that was conducted using provincial-level data from the 29 regions of People"s Republic of China in 2005. Carbon intensity as a traditional measure of an economy"s carbon performance is incapable of capturing the multidimensional features of an economy"s carbon performance. Particularly, since increased emissions have causes other than poor emitting technology, such as changes in the energy mix or the substitution of energy for labor.

    This final report from the high profile International Climate Change Taskforce calls on the UK Prime Minister to seek agreement during his presidency of the G8 to create a group which can engage the US and major developing countries in action to reduce greenhouse gas emissions. The Taskforce concludes that such a group would provide a way for G8 countries and other major economies - including India and China - to take action that would lead to large-scale reductions in emissions.

    This paper reports initial results of a study of alternative provincial policies to increase the share of renewables in the province of Sichuan, China. It complements a similar paper, released by United Nations-Energy at the 14th session of the Commission on Sustainable Development, on alternative national policies to increase the share of renewables in Ghana. For specificity in the context of developing countries, it analyses policy options as applied to the current energy system of Sichuan province.

    This report analyzes alternative provincial policies to increase the share of renewables in the energy supply mix of Sichuan, China. The study combines the IAEA models for analyzing national energy systems with data provided by UNEP, DESA and other public sources. It is a demonstration study, not a comprehensive analysis of policy options for Sichuan, but it provides generic insights on policy options to promote the use of renewable energy sources.
