The wave energy resource contains the highest energy density among renewables and it\\\'s virtually inexhaustible. Moreover in comparison to wind and solar the wave climate is more predictable and is generally less intermittent.

This publication is the result of research conducted as a part of the Himalayan Climate Change Adaptation Programme (HICAP). It explores the governance of flood mitigation infrastructure in parts of India and Nepal. It also covers the traditional coping and adaptation strategies of local communities to deal with floods, which are being increasingly challenged due to the changing nature of floods and other water hazards attributed largely to climate change. Floods are the most common water-induced hazard in the Hindu Kush.

Hence, sustainable livelihood approaches are used at both policy and project level to initiate new poverty reduction activities and modify existing activities to improve livelihood incomes. Practices relevant to climate change adaptation around the world are wideranging and include development of technology, management, infrastructure, livestock, groundwater, and knowledge.

In the northern Ganga plains floods are common and constitute a major cause of the poverty endemic to the region. The largest investment governments have made in response to the risk of flooding has been in structural measures such as embankments and spurs. The relative costs and benefits of building embankments are widely debated but have never been systematically evaluated. Alternative strategies for managing floods also exist, but no cost-benefit analysis of such interventions has been undertaken either.
