    The 2022-2023 CTCN Progress Report showcases how developing countries have harnessed the power of technology to forge their own path toward a sustainable future. During the reporting period, CTCN supported more than 75 countries and enhanced capacity building for climate technology development and transfer across the five systems’ transformation areas.

    Due to the rising temperatures, population, urbanization and economic growth, the demand of cooling and air conditioning is steadily increasing. The “Green Cooling Network” was established in order to promote a dialogue between stakeholders from industries, policy, research and non-governmental organizations. The project aims to implement the Cancun decisions to build efficient processes and structures that serve to accelerate the technology transfer for mitigation and adaptation in developing countries.

    In this report, we identify, analyse and compare international good practices in the design and implementation of national monitoring and evaluating indicator systems for climate change adaptation. This first chapter provides an introduction to the context and key terminology in the domain of climate change adaptation and indicators for M&E of adaptation. The second chapter discusses the existing approaches to M&E, while Chapter 3 provides a general overview of approaches to M&E Frameworks for Climate Change Adaptation.

El primer capítulo ofrece una introducción al contexto y la terminología clave en el tema de adaptación al cambio climático e indicadores de M&E para la adaptación.     Governing climate change in cities entails a good understanding of urban vulnerabilities. This research presents an Indicator-based Vulnerability Assessment for 571 European cities. Basing on panel data from Urban Audit database and a set of newly developed indicators, we assessed urban vulnerabilities for the following impact chains: (i) heatwaves on human health; (ii) drought on water planning, and; (iii) flooding (sub-divided into pluvial, fluvial and coastal) on the socio-economic tissue and the urban fabric.

    Globally, efforts are underway to reduce anthropogenic greenhouse gas emissions and to adapt to climate change impacts at the local level. However, there is a poor understanding of the relationship between city strategies on climate change mitigation and adaptation and the relevant policies at national and European level.
